How does someone become an international referee?

Picking up a whistle is easy; reaching the international list takes a decade.

Refereeing is a career path in its own right, with levels built on one another as strictly as league divisions.

The first steps

It starts with a basic refereeing course and an examination, followed by matches in the lowest divisions. Progress at every level depends on performance assessments, fitness tests and examinations on the laws of the game.

The national list

Referees who reach the top flight usually arrive with a decade of experience. At this level their matches are graded by observers, video analysis is produced of every contentious incident, and appointments are based on form assessments.

The international list

Each association may nominate a limited number of referees to the international list each year, subject to age and fitness requirements. International referees are placed in categories, and performance determines movement between them - which in turn decides who takes charge of a qualifier, a league phase match or a marquee tie.

Language and communication

English is essential at international level, since the referee must communicate with his team and the players. Since the introduction of video review, separate training is also required for work in the video room.

Why are there so few referees?

Because the hardest work is at the lower levels: there is little support, conflict is common and many quit after a few seasons. For most associations retention, not recruitment, is the greatest challenge.
